Whereas it has been proven that the Cainite known under the pseudonym "The Observer" has committed acts of utmost gravity that, on this present night, threaten both the Camarilla and the survival of the Blood in Prague

and

whereas his repeated violation of the Masquerade has likewise been established, by compiling and disseminating, without license or authority, a Nocturnal Chronicle of this city and its Blood, exposing not only Cainites of other clans, but our own, through material of restricted nature

and

whereas he has allied and dealt with Kindred of Sabbat

and

whereas he has confessed such transgressions without penance, refused cooperation, and declined to denounce the networks, accomplices, and allies of said enterprise

It is hereby proclaimed:

By the irrevocable will of Clan Tremere, from this night forward he is declared Anathema. His name shall be entered upon the Red List, and his blood shall be subject to Hunt throughout all our domains. Any who shelter him shall share his guilt and punishment. No censure or penalty shall fall upon any who spill the blood of "The Observer", for he stands proscribed as an enemy of Cain's childer and as lawful, indivisible, and unappealable trophy of Clan Tremere. Under doctrine of war and without stain, diablerie upon his vitae is likewise authorized for those executors who carry out this sentence and submit proper relation of events before the Chantry. His remains, or his entire person, shall be delivered to Clan Tremere for due adjustment and final sentence.

So decreed on the night of March 31, 2002.
